If you enable vsync it'll go straight down to 30. The framerate used to be unlocked, but after an AMD driver update it's been capped at 60 ever since. I have disabled vsync and now it runs at 60fps but with screen tearing. Try disabling FMVWidescreenMode, but I doubt that has anything to do with it.

I use the default settings (without ExOpts) and it works just fine.
